Introduction

An attendance pass is a no-cost ticket provided to the person whose name appears on the pass to gain access to one or more commemorative services (the Commemorations).

The purpose of the Commemorations is to allow the public to attend commemorative services that acknowledge the service and sacrifice of the men and women who served Australia and its allies in wars, conflicts and peace operations.

Services conducted by the Australian Government may also be in partnership with the New Zealand (NZ) Government who share responsibility for the delivery of the Commemorations. In this case, the service and sacrifice of New Zealand service men and women is also acknowledged and the Australian Government will consult with the NZ Government before exercising its rights under these terms and conditions.

  1. In these terms and conditions:
    • Australian Commemorations means the Commemorations organised solely by the Australian Government and identified as such on the application form.
    • Joint Commemorations means the Commemorations organised jointly by the Australian Government and the New Zealand Government and identified as such on the application form.

Application and interpretation of these terms and conditions

  1. This is an agreement between you and the Australian Government, who are the parties to this agreement. In consideration of the opportunity to submit an application to be issued with an attendance pass to one or more of the Commemorations, you agree to be bound by and comply with the terms and conditions set out in this document, the Allocation Rules (Schedule A), the Conditions of Entry (Schedule B) and any instructions displayed at the Commemoration site(s). You have also read and understood the Overseas Commemorations – Privacy Notice, DVA’s Privacy Policy DVA Privacy Policy | Department of Veterans’ Affairs and Ticketek’s Privacy Policy Privacy Policy. You should be aware that your submission of an application, either on your own behalf or through an agent, indicates your agreement to be bound by these terms and conditions. If you are applying for an attendance pass through an agent (including a tour operator, travel agent, school or any other person or organisation), you warrant and agree that you have been provided with a copy of these terms and conditions and have read and understood them. Your attention is drawn in particular to the clauses under the heading ‘Limitation of liability’.
  2. You agree that the Australian Government may, from time to time, in its sole discretion, amend these terms and conditions by sending you a notice to the email account specified on your application informing you that these terms and conditions have been amended. You agree to be bound by the terms and conditions as amended from time to time.
  3. In this document, a singular word includes the plural and vice versa, and examples do not limit the scope of the provisions in which they occur. References to a document or agreement or a provision of a document or agreement are references to that document, agreement or provision as amended from time to time. Discretions or powers exercisable by the Australian Government under these terms and conditions may be exercised by the Secretary of the Department of Veterans’ Affairs (DVA) and his or her appointees and delegates.

Application for an attendance pass

  1. Anyone is eligible to apply for an attendance pass. Where an individual under the age of 18 is unable to apply for an attendance pass on their own, such as because of their age, a parent or guardian may apply for an attendance pass on behalf of the child. Attendance passes are limited to one pass per person.
  2. Subject to clause 7 below, to be eligible for an attendance pass, you must supply full personal and other details as required on the application form. You are under no obligation to provide the information requested. However, if you do not provide the requested information, you, or the person on whose behalf you are applying for an attendance pass, will not be able to receive an attendance pass.
  3. The Australian Government will issue attendance passes in accordance with the Allocation Rules. You acknowledge and agree that there are a limited number of attendance passes available for the Commemorations, and that submission of an application does not guarantee that you will be issued with an attendance pass.
  4. Subject to clause 13, you must provide your current passport number, current driver’s licence number or current national identity card number (ID Information) at the time you apply for an attendance pass. The form of ID Information provided on the online application will be displayed on the issued attendance pass; this ID Information must be brought with you to the Commemoration to have your identity verified on arrival.
  5. The Australian Government does not accept any responsibility whatsoever for any technical failure or malfunction or any other problem which may result in any email or application not being properly recorded or received.
  6. If at any time you cancel your application for an attendance pass, your pass will be revoked immediately. If you have cancelled your pass by accident, please contact Commemorations by emailing commemorations@dva.gov.au or by calling 1800 VETERAN (1800 838 372) in Australia. For International callers dial +61 2 6289 1133. You will need to submit a new application in the event that you change your mind.

Access to Commemoration sites

  1. To gain access to the Commemoration site, all individuals two years of age or older on the day of the Commemoration must have in their possession:
    • an attendance pass or official invitation from the Australian Government (or the Australian or NZ Government for Joint Commemorations) bearing their name;
    • either their current passport (or a colour copy of their passport), current driver’s licence, or current national identity card to be shown to officials on arrival (it must be the same form of identification as provided on the application registration).
  2. Children under the age of two years on the day of the Commemoration may enter the Commemoration site with an adult pass-holder.
  3. Children over the age of two years who are not able to produce sufficient ID Information may enter the Commemoration site with an adult pass-holder’s ID Information, in accordance with clause 8 above.
  4. Attendance passes may only be used by the person named on the pass.
  5. By entering the Commemoration site you agree to be bound by, and comply with, the Conditions of Entry set out in Schedule B.
  6. You acknowledge and agree that your attendance pass does not provide you with allocated seating or guarantee you a full view of the Commemoration ceremony.
  7. The Australian Government may, in its sole and absolute discretion, refuse anyone entry to the Commemorations without prior notice for any reason, including if it suspects on reasonable grounds that the pass-holder might engage in conduct that is prejudicial to, or inconsistent with, the purpose of the Commemoration or with its dignity, solemnity or safety.

Attendance passes are non-transferable

  1. Attendance passes are strictly non-transferable. You must not sell, transfer, assign, gift, exchange or otherwise give an attendance pass for the benefit of a third person, or attempt or offer to do any of those things. The Australian Government may cancel any pass subject to a breach of this clause. Any person who obtains a pass from you in breach of this clause will be refused entry to, or participation in, the Commemoration.
  2. Nothing in clause 18 above affects the right of the Australian Government to issue or cancel an attendance pass in accordance with these terms and conditions and/or the Allocation Rules.

Cancellation of attendance passes and Commemorations

  1. The Australian Government may, at any time, for any reason, without prior notice to you, and without providing reasons:
    • cancel any attendance pass issued to you or any member of your travelling party; and
    • postpone, change, modify or cancel a Commemoration or part of a Commemoration.

Limitation of liability

  1. You are responsible for paying for any travel, accommodation, travel insurance and any other costs associated with your attendance or proposed attendance at a Commemoration.
  2. You agree that the Australian Government will not be liable for any loss, damage, cost or expense (including any damage to personal property) suffered, incurred or that may be incurred by reason, or in respect, of your attendance, or proposed attendance, at a Commemoration. Under no circumstances will the Australian Government be liable for foreseeable or unforeseeable, or direct or indirect, loss or damage in any form. This includes any loss, damage cost or expense incurred or that may be incurred by you as a result of the cancellation, change or postponement of a Commemoration, or the cancellation of one or more attendance passes.
  3. Issue of an attendance pass to you does not guarantee or otherwise assure you of entry to the country in which the Commemoration is to be held and does not constitute a representation by the Australian Government that you are entitled to, or ought to be allowed to, enter that country.

Privacy

  1. The Australian Government will manage all personal information collected from you in accordance with its Overseas Commemorations – Privacy Notice. You consent to DVA using and disclosing the information about you provided for the purposes of determining eligibility to attend the Commemoration, issuing of an attendance pass and for all matters relating to the management and delivery of the Commemoration (Purposes). This may include sharing information with those involved in organising and managing the event and disclosing information to relevant government agencies (Australian domestic and foreign) including law enforcement and security agencies in Australia, New Zealand, France and Türkiye. You consent to relevant government agencies sharing information that they may hold in relation to you to further the Purposes.

Miscellaneous

  1. This document and any dispute arising out of, or in connection with it, is governed by the laws of the Australian Capital Territory and the courts of that Territory shall have non-exclusive jurisdiction to decide any matter arising out of these terms and conditions.

SCHEDULE A

ALLOCATION RULES

Allocation of attendance passes

  1. Attendance passes will be issued to eligible applicants on a first-come, first-served basis. If attendance passes allocated become exhausted, eligible applicants will be placed on a waitlist pursuant to clause 3 of these Allocation Rules.
  2. Applicants who submit an application for an attendance pass after the closure of the online application system, will need to present in person at the relevant Commemoration ticket box office on the day of the Commemoration to apply for an attendance pass.

Waitlist

  1. Should a Commemorative site reach capacity, applicants may be placed on a waitlist.
  2. Attendance passes will be allocated to waitlisted eligible applicants on a first-come, first-served basis at the gate to the Commemoration pursuant to clause 5 below.

Gate availability

  1. Any attendance passes that remain available 24 hours before the commencement time of the Commemoration will be available at the entrance to the Commemoration to individuals who attend in person and present a current passport, current driver’s licence or current national identity card.
  2. Attendance passes will be issued under clause 5 above on a first-come, first-served basis until the supply of attendance passes has been exhausted, and or a Commemorative site capacity is reached.

General discretion in relation to attendance passes

  1. The Australian Government may in its absolute discretion issue or reallocate an attendance pass at any time (including before the commencement of the application process). The Australian Government may impose conditions for the issuance or reallocation of passes under this clause in its absolute discretion. To be eligible to receive an attendance pass under this clause, the recipient of the reallocated attendance pass must complete the online registration and agree to the Event and Attendance Pass Terms and Conditions.

No limitation on discretion to cancel

  1. Nothing in these Allocation Rules limits the discretion of the Australian Government to cancel an attendance pass provided in clause 19 of the Event and Attendance Pass Terms and Conditions.

SCHEDULE B

CONDITIONS OF ENTRY

  1. Entry to the Commemoration site is limited to individuals holding a valid attendance pass issued by the Australian Government, and invited official representatives (the pass-holder or pass-holders).
  2. Attendees must comply with the Event and Attendance Pass Terms and Conditions.
  3. Attendees must comply with the directions of Authorised Event Personnel and any signposted instructions at all times.
  4. Attendees must observe and maintain the solemnity and dignity of the Commemoration and behave appropriately at all times.
  5. Attendees must not deliberately, maliciously or negligently cause any damage to the Commemoration site.
  6. Attendees enter the Commemoration at their own risk. The Australian Government will not be liable for any loss, damage, cost or expense (including any damage to personal property) suffered or incurred by any attendee in connection with the Commemoration. Under no circumstances will the Australian Government be liable for foreseeable or unforeseeable, or for direct or indirect, loss or damage in any form.
  7. All attendees must, at all times during their attendance at the Commemoration, have in their possession their attendance pass or official invitation and either their current passport (or a colour copy of their passport), current driver’s licence, or current national identity card as provided on the application form.
  8. Attendees will be subject to security screening and searches when required by Authorised Event Personnel, including prior to entry to the Commemoration area(s).
  9. Any person who refuses to be searched by Authorised Event Personnel or who fails to provide proof of identity or a valid attendance pass or official invitation on request may be refused admission to, or removed from the Commemoration.
  10. The following items are prohibited:
    • Dangerous or hazardous items of any kind including fireworks, flares, lasers and smoke canisters;
    • Advertising or marketing messages;
    • Large backpacks (Day-packs, eg. Aircraft cabin bag sized are acceptable);
    • Furniture or camping equipment including tents, folding chairs and stretchers;
    • Alcohol of any kind;
    • Glass containers and cans of any kind;
    • Liquids, aerosols and gels over 100ml in Türkiye, other Commemorations restrict open bottles of liquid;
    • Flammable liquids;
    • Weapons or sharp objects, including umbrellas (a poncho will be issued if required);
    • Large objects;
    • Musical instruments of any kind and any other object that may be used to cause a disturbance including air horns and vuvuzelas;
    • Hiking poles (Medical aids, such as walkers and walking sticks will be permitted subject to medical need);
    • Large flags or banners;
    • Professional photographic equipment (e.g Large zoom lenses, audio visual or cinematographic devices apart from accredited media);
    • ‘Selfie’ sticks and large camera tripods;
    • Drones and remote control devices; and
    • Any other item that might compromise public safety or enjoyment of the Commemoration or that is illegal under the laws of Australia or the host country.
  11. Any prohibited items will be confiscated and may be destroyed.
  12. Smoking and the consumption of alcohol is prohibited within the Commemoration site.
  13. No animals are permitted to the Commemoration(s), other than assistance dogs for attendees requiring assistance.
  14. The Commemoration(s) will be filmed for live and recorded transmission, including internet streaming. Attendees may be filmed or photographed. By entering the Commemoration site, attendees consent to their image, likeness or voice being captured or used as part of any recording of the event(s) or for any other purpose in any media and in any context throughout the world in perpetuity, without compensation or attribution.
  15. In order to preserve the solemnity of the Commemoration, and as these services will be broadcast live, roaming by the general public to take photos during the service is not permitted. Accredited media will also be restricted to a media zone area.
  16. Surveillance equipment may be operated within and surrounding the Commemorations area(s). Attendees consent to information about themselves (including images) being recorded by such equipment and to the disclosure of that information to anyone (including law enforcement bodies or other authorities) to the extent the Australian Government or host nation authorities deem it necessary to do so.
  17. Attendees may be refused entry to, or removed from, the Commemoration if they:
    • fail to comply with these Conditions of Entry or requests, directions or instructions from Authorised Event Personnel or signposted instructions;
    • enter any restricted area without permission to do so;
    • show any signs of being intoxicated with alcohol or any other substance;
    • present a danger to themselves or any other person/s; and/or
    • act in any manner inconsistent with the dignity and solemnity of the Commemorations.
  18. Authorised Event Personnel includes authorised representatives of the Australian Government, event staff, authorised representatives of the host nation authorities or the police.
